Work Around:

You need to Download and install the latest Data Tier Application framework (18.2) (Link:https://www.microsoft.com/en-us/download/confirmation.aspx?id=58207) and run the SQLPACKAGE.exe located in C:\Program Files\Microsoft SQL Server\150\DAC\bin

Open CMD run as admin:

The command would look like below.

CD "C:\Program Files\Microsoft SQL Server\150\DAC\bin"

SqlPackage.exe /a:import /sf:"C:\temp\uatbackup.bacpac" /tsn:localhost /tdn:AxDBFromUAT /p:CommandTimeout=1200

and Bingo! It worked!

Full users are licensed per named user base through a Business Central subscription and may be either on the Essentials or Premium version of Business Central.

And Team Member

The Team Member license can often represent a significant proportion of users in a company. These users may need to consume data or reports from the business system, complete less demanding tasks such as time or expense imports and HR updates. Business Centrals team member license may also be for heavier users of the system, who does not require full user functionality. Use Case:

Need to Copy Data from Source Tier1 to Target Tier1 on cloud hosted environment.

I took backup as .bak files from Source Tier1 uploaded to LCS under asset library> Database.

Download the backup on Target Tier1 environment, restore downloaded .bak files to another Tier1 environment.

Solution:

After doing 8 hours of work and experiments with DB Sync, Restart of server, IIS reset and .bak converting to .bacpac files, I found that the the Source Tier1 has Electronic signature enabled, I disabled and took the fresh Backup and restored to Target Tier1 environment which worked.

Steps:

Download Microsoft Dynamics 365 Business Central 2020 (16.1) from https://www.microsoft.com/en-us/download/details.aspx?id=101266 Make Sure you down and Rename to shorter name before unzip.
Download Windows Sever 2019 STD (make sure its ISO)from https://www.microsoft.com/en-us/evalcenter/evaluate-windows-server-2019
Download SQL Server 2019 on-premise from https://www.microsoft.com/en-us/sql-server/sql-server-downloads
Create three VM's

Domain Controller (Domain can be Like local.google.com)
BC SQL server
BC App Server

Join SQL server and BC App server to Domain
Install SQL components on BC SQL server and Install Demo DB as well.
Install Microsoft Dynamics 365 Business Central 16 on BC App server
Load License

Microsoft Dynamics 365 Business Central 2020 License Upload

Import-NAVServerLicense BC160 -LicenseData ([Byte[]]$(Get-Content -Path "fin.flf" -Encoding Byte))

or

Import-NAVServerLicense BC160 -LicenseData ([Byte[]]$(Get-Content -Path "fin.flf" -Encoding Byte)) -Database DemoDataBaseBC160

A database with name Demo Database BC (16-0) already exists. Delete this database in SQL Server Management Studio, run setup.exe again, and then click Repair.
Created on "BC-SQL"

Solution:

Check if the App Server is able to talk to BC SQL Server

Error 2:

HTTP Error 403.14 - Forbidden

The Web Server is configured to not list the contents of this directory

Open Business Central Administration> Service account> Edit Change to Administrator.

I faced 52 question in about 2 hours

out of which 5-6 questions came as true or false( note: if moved ahead you cant go back)

next around 34-35 questions was multiple choice.
